It's not possible to buy keys directly from steam and steamgifts giveaways requires a key, so...where to buy one?
Also, can I create a giveaway, select the Gift option and deliver the game by giving a gift through steam instead of a key after the giveaway ends? (it is harder, but I'd like to know if it's possible)

Of course you can. That's the reason why "Gift" option is there.

well, it says in the terms that the gift option means adding a key after the giveaway ends. Since I will not have a key, how could I do that?..Also, I would have to add the winner to my friends list to use the gift option on steam, right?

What? Pay attention when you read:
https://www.steamgifts.com/about/faq

Gift
You'll want to choose this option when you plan to send a Steam gift to your winner

And yes, you will need to add winner to friends on steam to send gift.

I did pay attention.

I see now that it is written differently in the terms. Perhaps they should add that information in the giveaway creation page as well.

It says "you can also". It means, that apart from using this option when actually sending gifts, this option can also be used if you plan to deliver keys later. You can even give this key to winner in steam chat, or send to email - it does not matter as long as winner got his prize and marked giveaway as received.

No problem! If you haven't yet, I recommend to read https://www.steamgifts.com/about/faq and https://www.steamgifts.com/about/guidelines , it's not exhaustive but you still may find answers to some questions there.

Those stores are not common nor cheap where I live..I must buy the key online. @Ryzhehvost replied with the list of sites that sell keys. Thank you.

I am quite sure that those stores do not sell Keys.
To buy Keys you have to head to a kiosk or the like ;)

Though useful I think that list is out of date.

I'm too lazy to make a list myself, so I just search for one. It may be a bit outdated, but it something to start with.

Beware if you buy games on steam. You can't gift games to more expensive regions, so make sure that the you exclude those regions when making the giveaway.

Home · SteamDB · Steam Database
This is useful for checking the information on "Regional Restrictions" and "Price Range" of game keys.

Hm?
I am not sure if I can explain well.
If you do such a thing with the public GA, it may not be possible to get rid of the GA if there is a problem.

Create "off topic" in "Discussion". Indicate "SteamKey Transfer Instructions" and post "If you have any problems, please agree to the deletion and participate!".
Post "Invite link".
It can be handled smoothly when a problem arises.

When buying outside of SteamStore, I feel that the key for the buyer's area is given.
Therefore, at the time of purchase other than SteamStore, it may be purchased using the gift function etc. of Store side and transferred.
In that case, a key is issued according to the area of the person who opened the gift link.
(Not all Store is such a mechanism, but there is a tendency.)
If the key still does not work well, you may be able to exchange the key if you leave it to the "seller".
If it still doesn't work, it can't be helped?
