If he was kicked before the giveaway ended you can get a reroll. If he wasn't kicked tull after the giveaway ended you may be be able to get one but it's not a given.

I'm pretty sure you can ask for a reroll but it would be kind of douchey, in my opinion.

reroll... he isn't in the group anymore for a good reason therefore reroll is acceptable

Removing members from the group is how groups moderate themselves and deal with users who don't follow their rules. As long as a user was removed prior to the end of a giveaway, it can be re-rolled if they win it. Allowing a re-roll if they are removed after they win could potentially be abused and is not allowed. If you send in a re-roll request, please include a screenshot of the group history showing when the user was removed to speed the process up.

So I had some group giveaways that recently ended, and one of the winners for the group giveaway is no longer in the group (he was kicked because of breaking the group rules)
He entered while he was in the group, so I am halfway feeling like I SHOULD gift it to him, but I feel kind of bad for the other members.
Is it kosher to ask for a re-roll, or should I suck it up and just gift the guy the game?
