If it's a pack of 10 games under one listing, you don't need support permission to exclude people with 3 or more games. You will always be able to request a reroll under "Majority of Bundle Exists in their Account"

I opened a support ticket asking for permission to have a few extraneous rules in the next giveaway I'm doing.
It'll be a pack of 10 games and set to be private, and I plan on having it open only for members of a certain group, and those joining must not have 3 or more of the games already in the pack.
I asked a few people in my friends list, and it seems most of them think that I should be a little more lenient with the rules. They think that I should make it so that people with half the games or less could join.
What do you think? First time doing one with extra rules, so I could use some advice.
