Games for Windows live was actually the only thing that got my Fallout 3 running on my new rig. Haven't touched it though.

As in actually on Xbox or the new version of GFWL on WIndows 10 that they're calling Xbox Live? I've got a laptop at work here with Windows 10 on it already. I suppose I could try it on there.

As in XBox. These things have been around for years. XBox Live has been around since the original system after all, its why GfWL is still up, they use the same connections.

Yeah, I know it's been around that long. I've had an account since that first old Xbox too.
Microsoft has changed up the branding on the PC platform to the same "Xbox" name though, so I wasn't sure to which platform you were referring. I'm not even sure if keys for one are redeemable on the other though I'd assume that's their long term vision since you'd use the same account credentials on both platforms anyway.
