Looks like that DLC is not properly linked to its parent app, thus it won't show here either: https://steamdb.info/app/363890/dlc/

Last Word is amazing, but 15 gold for the two oldest RM engines is pretty steep (I got them for like, 5 euros?). I'll get tier 1 for sure (even though I already have VX Ace and RoI), but I'll see what they add to tier 2 before buying.
