Hei there guys today i got into a little discussion on this site and wanted your opinion!

If i get games from HRK because i have gems for free ( 20 € games for 5 gems thats like 5 cent) does it count as a free game? my opinion is yes but the other dudes is argumenting that he bought something to get the gems but u dont pay the gems so you can do this forever!

is it possible to make a giveaway for it? Yes? Not a freebie. Technically. Regardless of how you got it.

Is it free if you bought a game from the steam store with the money you got by selling cards?

I wouldn't really consider it a freebie, since you had to buy something to get it. If you consider the logic that you didn't pay for the gems themselves, then the same should apply to games bought with steam wallet earned by selling cards (since you got the cards for free), but that's a very common practice and never heards anybody frowning on it.

well then its an easy way to level up in my eyes ^^ but trading cards is still doing some marketing "work" xD

Clicking on the quicksell button and then confirming on mobile when you have enough cards is not really much work XD

It's not a matter of opinion. If you can create giveaways, then you're allowed to do so. Same thing with Tremor.
