In Germany some Games are region locked too, caused by the law.If you want to play them without using a VPN you have to set a shortcut and start the game everytime through this shortcut, so Steam wont ask for your region anymore...

If I'm not mistaken that the Law that requeres to provide DRP -free games. Meaning you bought it it's your(altho tey are in your steam library) . The only reson to buy those on steam is if your a big fun of pre-order and early access. Otherwise you are more that welcome to use GOG.

it's illegal to sell uncensored / banned games in germany, but it's not illegal for german to buy them / trade for them in other sources in other countres, which is what a lot of germans used to do. It's not Steam's fault that Germany has bullshit legislation. It's Steam's fault that they are blocking legal possibilities to get uncensored versions.

It's not worth doing either now, because trading is now just as expensive, if not more so, than buying stuff from the store with actual money.

Okay, not retroactively for everything, possibly only for cross-region trade locked gifts. Though it seems like it was changed (for now) to the following:
no lock on running is applied if you activate the region-restricted gift in the country of purchase. But lock on running is applied if you activate it in any other country, including other countries in the region the gift is locked for. If that's how it is right now, it is still very much retarded. -_-

I think Steam needs to create their own money for all the countries and that money have diferents prices in all regions, that would solve the problem... for example
1 USD -> 1000 Steam coins
64 rubles -> 1000 Steam coins
0,95 EUR -> 1000 Steam coins
Or something like this...

Toki Tori CD keys have no region restriction tags, once activated the game is supposed to be able to work anywhere in the world.

I have a few restricted gifts from South America bought last December and when I go to add them they show a PLAY restriction notice.

Did you try to run this game in the region other than one where game was bought?
As I said play lock notification could be added by mistake (because it could be meant only for "onlyallowrunincountries" subscriptions). And now it's removed.
Yesterday I got The Settlers 7: Paths to a Kingdom - Gold Edition from russian steamstore, it sits in my inventory and I don't see any notifications about play lock.
I see only notification about countries the game can be redeemed.

No, SA is my region. Haven't tried other. Might use a VPN from a region that could not receive this gift and check if the game runs or not.

There is no play lock mentioned when the gift is visualized, only the redeem lock is mentioned. But when the gift is to be redeemed it shows the redeem and play restrictions like in the screenshot I posted.

The notice says that I can only play the game within the region it was played. So this means that from now on every single game I purchase in my region (SA) will be region locked? That would suck...

As I understood you get play lock if you try to activate gift or key that was bought in other region. For example, if you leave in USA buying games via Steam here and try to activate gift from Russia, CIS-countries or South America using VPN then you get notification about play lock on that game.
If you activate gift that was bought in the same region where you live and buy games you won't get play lock except games that have "onlyallowrunincountries" subscription.
So when you travel to another country you can still play games if you bought and activated them in the same region where your steam account was registered. Stop panic.

I have dozen of games I bought from Russians because they were cheap. I would never buy them even for $5, but since they were cheaper than that I went "screw this, it's cheap, if I won't like it I won't cry myself to sleep".

Yes, that's what I do now. And now devs get $0 of my money, because I decide I'm not interested into paying $5 for their games.

Do I lose anything? Nope, I have enough games, without this distraction I can focus on my backlog. Do devs lose something? Well, I'm guessing there's $20-30 I didn't spend on random games in last few months, so that's what they lost.

I activated 2 games today on a new account one JUST purchased from russia, another purchased 3 weeks ago.

Both activated fine with vpn, and play without using vpn at all. (one of which 100% had the will no play out of russia message)

So not sure what has happened. Has it been reset back to normal?

Afaik Japan is not region restricted, so you may send him gifts bought in Japan and he will be able to activate it.

On the other hand you won't be able to activate gifts he send you. Also it's plausible that some(many?) of your games become unplayable when you move, because you bought them in region restricted country and move to ROW country.
