The original edition, Artifact Classic, will be capital-f Free, not just "free-to-play." As Valve puts it, "all players get every card," you can't buy card packs or paid event tickets, and "paid players' existing cards" will be "converted into special Collector's Edition versions, which will remain marketable."
The work-in-progress Artifact 2.0 Beta, which now goes by Artifact Foundry, is also free – you earn cards through gameplay. It's not finished, but "most of what's missing is polish and art," not features.
"Artifact Foundry gameplay gives more direct agency – almost all random elements aside from a shuffled deck have been removed – and the gameplay is more focused on heroes, which have been given a significantly more powerful role," according to Valve. "In addition to heroes, almost every card in the game has been reworked at least somewhat to be somewhat more impactful, fun, and easier to focus on. Over 100 new cards and 20 new heroes have been introduced in Artifact Foundry."
While we’re reasonably satisfied we accomplished most of our game-side goals, we haven’t managed to get the active player numbers to a level that justifies further development at this time. As such, we’ve made the tough decision to stop development on the Artifact 2.0 Beta.
Players can now download Artifact Classic or the Artifact 2.0 beta, which has been renamed Artifact Foundry, for free. No further updates will be made to either version.
“Technically Artifact Foundry remains an unfinished product, but most of what’s missing is polish and art — the core gameplay is all there,” Valve said. “While both games will remain playable, we don’t plan to ship any further gameplay updates.”The following set of changes will be made to Artifact Classic:
- The game is free for everyone to play.
- All players get every card for free. You will no longer be able to buy card packs.
- Paid players’ existing cards have been converted into special Collector’s Edition versions, which will remain marketable. Marketplace integration has been removed from the game.
- Paid event tickets have been removed.
- Customers who paid for the game will still earn packs of Collector’s Edition cards for playing; players who got the game for free will not.
Meanwhile, Artifact Foundry has the following notes:
- The game is free for everyone to play.
- Players gain access to cards by playing the game. All cards are earned this way; no cards or packs will be for sale and Artifact Foundry cards are not marketable.
- All final card art that was in the pipeline is now in the game.
"Streamlined play" and "hero focus" aside, it seems the only real other difference on Foundry is in its having an expanded tutorial and a single player campaign (and in being allowed to unlock cards, versus being allowed to play with them all at the start).

For anyone who runs into the issue of being unable to add Foundry after having added Classic first or accidentally refreshed their page before adding both, you may have to permanently remove Artifact Classic from your library first in order to add both:
How to permanently remove Artifact Classic from Steam:
Support > Games, Software, etc. > Search: Artifact Classic > Click Product > I want to permanently remove ...> Ok, remove ... > Done

To avoid this issue, opening two different tabs (one for each game) before redeeming either one might be the safest option. Additionally its been suggested that adding Artifact Foundry first will allow you to add Classic later. Using the back button after adding Classic and NOT refreshing the page allowed me to add Foundry however.
Check the https://store.steampowered.com/account/licenses page to confirm both games have been added properly.
