error from reading disc is a 3rd-party DRM problem. check SecuROM's FAQ for support

I bought gta iv when it was on the summer sale. I installed it and then when it was done, it went to thhe updating screen on the steam library and stayed at 99% when i pressed continue update, it went to 100% and then back to 99. If i try to just press play, it says something like: cannot start game; error when reading from the disc.
Help?
(And yes i have tried to install it several times, same thing always. And i have tried to delete the appcache file in my folders and restarting steam. And nothing.)
