You can check the SteamDB.
Search for an app. I.e, Saints Row IV. Then select the 'packages' tab. It will have all the region locked keys/gifts. So if you're buying from a certain region, and that region has its own entry (for example, "Saints Row IV Pre-purchase (RU/CIS)"), then the key/gift will probably be locked to the region you bought it from.
Also, Steam gifts say on the description whether or not they're locked.

I see. Thank you! But there's something weird-
A friend of mine bought a bundle from Amazon that contained a key for Iron Brigade. When he tried to use it, it didn't work. But now when I search for Iron Brigade on SteamDB it doesn't say it has regional restrictions: http://steamdb.info/app/115120/#section_subs

There's a dude on my friendslist. A few weeks ago when Dragon Age: Origins was the daily deal, the ultimate edition wasn't available in his country (France, I believe). He sent me the money, and I got the UE for him. It activated fine.

Few regions have restricted games, because was released keys in gaming Magazines or something, then can use this keys only in this areas, like RU, NA, CIS, ...

Hello all,
I've noticed that some games are unavailable for buying in my region, or sometimes just more expensive than in other countries. So I was wandering, if I can't buy these games on Steam, can I just buy a Steam key from some other site (like gamersgate or GMG) and activate it in my account? Or it wouldn't work?
