Steamrep and its affiliated sites are the most common sites to report someone. Still, they only investigate a few types of reports and avoid to investigate many others (which are the ones that usually happen). You can see here their investigative policy.

Since i started collecting some skins in csgo, random ppl added me, but i don't accept them unless they are lvl 5 or higher on steam, so it happens that today i got contacted by a level 69 steam account, who tried to scam me by making a fake betting website for csgo skins, the website is skinsblast.com , and also the name of the user who tried this is 1337 #Cashed Out (Jonathan United Kingdom (Great Britain)). Can i report him somewhere so i can get sure nobody gets tricked by his trickery? Thank you in advance for answear!
