Never played the classics; yea shame on me >.>. But from the others, I'd go with New Vegas. FO 3 was OK, but Vegas was better. As far as FO 4 goes, it's a bit of a mixed bag. But the biggest complaint I have, has to do with the technical side. It's 2015, almost 2016, and Bethesda has managed to make the worst port of the decade; only surpassed by Arkham Knight. I've spent more time trying to tweak it, by modifying .ini files, than actually playing the game. The ugliest UI in history of games. The settlement building is so fiddly and un-intuitive, that it gives me more frustration than enjoyment. Other than this it's a pretty good game, but I can't really enjoy it as much as FO 3 and F:NV.

Bethesda GS was quite proud when they announced the changes they implemented on the Creation engine, which is more or less their own remake of the GameBryo engine (probably so they don't have to pay the license fee any more on GameBryo). So they are very content on what they deemed their great work.
I have to add though, that I have seen a YT video where the game ran on an Intel HD 4600 in windowed 720p at 30-32 fps.

It was written by people who worked on Fallout 2, so it's much better in terms of story and setting, but the gameplay is just improved Fallout 3.

Fallout 2 is my choice.
I probably played it three times.
But I gotta admit Fallout 1 thought me something very important.
Never over value yourself and barga in a battle or a whole town of ghouls might be killed because of you.
There is a quest which ghouls want you to fix theirwater pump.
Instead of doing it silently i went to talk to a mutant. There were options like "i am using sunscreen" so i could easly out smart it.
Instead of that I wanted it to take me to their leaders. And it took me to end boss!!!
It takes three steps and hits you. Until it did that I started sneaking and runned away.
I managed to kill it with my level 16 (If i am not wrong) hero after endless turns.
Later I went to the ghoul town and they were wiped out from existence.
I cried for hours.

I'd say NV is the best, since I haven't played 1 or 2 (Played 1 for about 2 hours)
Fallout 3 had no real life to it. Only a few side quests and the world was too empty.
I had the chance to try a review copy of FO4 and it was great, but seriously dumbed down with it's dialogue wheel with no info and the horrible U.I.

I played a bit of F1 when I was really young and I don't really remember it. I recently found F2 on my shelf so I tried it but turn-based combat just enraged me (maybe I'll give it another try but can't promise anything). F3 was good. Maybe it has some story holes but I still loved it. But I think I had most fun with NV and companions were just amazing. And I haven't played F4 yet, I'm to poor :<

I know I'm going to bring the god's wrath upon myself with this, and that I'm probably going to be exiled from SG at best, the whole internet at worst, but...
Fallout 4 is my favourite.
I was far too young for Fallout 1 and 2... you know,dark, post-apocaliptic wasteland isn't a good place for a 3 year old. My cousins tried to convince me into Fallout 2 later, when I was around 10, but I've never been into isometric view or dark and gloomy worlds, being a SEGA Rally Championship and Tom&Jerry (the MS-DOS version, remake of '91 Nintendo or something) kid. Then came Oblivion, which was my introduction to Bethesda. And I really liked it. Afterwards, Fallout 3 came out, and I was mildly annoyed because my 13yo mind couldn't remember the difference between Fallout and Flatout (I'm not a native english speaker, mind you!), and I oftentimes mistaken one for the other. Didn't like it back then. And here we are now, me being 20yo. Skyrim is my most played game ever, followed by MW2 and then War Thunder. (Oh god the horrible, horrible game taste! I'm not a casul I swear!). Now to the point! Before Fallout 4 came out I wasn't hyped at all, since I didnt like any of the other games of the series. I've recently got a Fallout Collection on GOG, so I've decided to give it a go. And... I still didn't like it. Not the 1st, not the 2nd, not the 3rd, not even New Vegas. Theres something not right with the game and I just don't like those. I still think it's the dark and gloomy world, something I'm not fond of (I have played Dark Souls without problem however. Up to the Sif, The Great Grey Wolf boss. then I cried and uninstalled.). But the 4th? I love it. It's not as dark as the other games, at least that's what I see. It looks great (maybe Im not the type of person who comes up 2cm of a wall and stares at it with a disgusted face and a "disgusting low-res" thought), the dialogue wheel, while not as good as actual sentences to say is good too, I guess the simplification was necessary for the recorded Character dialogue, and I absolutely love the fact that my char has a voice. (The female one. It's a nice voice, i like it, and it's fitting to my character, which is even nicer.), the gameplay is good, the FPS (good lord, I swear I dont like CoD anymore, I even played Battlefield and Arma and shit) aspect is very well made, I dont usualy shoot with 3rd person camera but EH!, the story is good, even though a little forced and a little obvious, the side quests are good, and, I dont know what the hell is wrong with everybody, cutscenes and animations and facial animations are loveable. The game is great. I never liked fallouts, but Im like over 30h of gameplay in the 4th one at this point which was unexpected.

Nah, you are just young I guess. Too young to grow up on this heavier games my generation and those somewhat older than me did. Our bright and casual game was Baldur's Gate… a cRPG about a sibling rivalry over a dead god's legacy that almost ended up in a bloody (civil) war. Or point 'n' click games like Broken Sword, where there were enough on-screen killings to make any Republican censor in America scream "Rated: M" with frenzy. (And it really was a kid/teen+ game back then.)
Not to mention that the original two games were also very heavy socio-political satires of the 1950s. I was too young of course to fully understand that, but as time went on, I appreciated the games more and more for that.
TL;DR: You are just too young and the games you grew up with are much more lighthearted than those that we played. You are just living in today's market, that's all.
(Somewhat said, to a degree, but we cannot influence publishers to change their course as long as they rake in the $$$.)

I dont think that it is because you are young, Im younger than you (my 18th birthday was just 3 days ago) and I have played and enjoyed a bunch of old games, Fallout 1, 2 and Tactics included.
If you didnt like any of the other games then it makes sense that your favorite is 4 but you should really give it another try at the others since once you start playing you realize that world is not so grim and its more comedic than depressing (unless you are playing Fallout 3, that one has a depressing setting). I had a good laugh more than once when I was playing Fallout 1

the old one are a bit hard to play nowadays tbh, if you like CRPGS, ehn you'll get a kick out of it.
Since every Fallout is his own story you could start with any really, if you only gona play 1 i highly suggest New Vegas.

Fallout: New Vegas, not only as a Fallout game but as a RPG is pretty great, branching storylines, different way to tackle quests, great endings and on top of that amazing DLCs.

Tactics, once you learned how to control it in real-time, was a half-decent tactical combat game with some nice (and some really terrible) maps. The additional fluff material made it very weak though, plus the GURPS/SPECIAL system didn't really work with it. After all, people just started to use the same builds for all crew members, because unlike RPGs, you only needed a few special skills for the entire game. (And by that I mean you needed everyone with 200% small guns and 125%+ sneak, one with 125%+ traps, one with 110%+ repair, one with 80%+ driving, and one with 125%+ first aid or doctor.)
