I linked my paypal account to my MS account and it allowed me to get the game. Then I unlinked it afterwards. If anyone has a hang up about putting your CC info in maybe that's better?

Well, as one possibility, some Steam promos in the past have activated based on local timezones.
That said, Europe/Asia should get things activated before NA timezones, so not exactly sure if that's what's happening here or not.
In any case, it's showing as available for me as well.
Those not seeing it as free could perhaps try SteamDB to see if they can claim it there, though.

For all those mentioning needing payment details for the 360 version, you can always claim it through the system itself, it only asks for details if you do it on the website. Granted, I imagine some of you just lack a 360 or One.
BTW, has anyone checked the WiiU version?
