There is a chart thread for every released bundle from sensualshakti with detailed explanation about region locks.

Everyone else: ROW - means that if your region is not LATAM/CIS, then you get a ROW (global) key
Hb just wants you to prevent a key to be activated in certain regions, although it can be activated without any hustle
