Not just the voice of J. Jonah Jameson - in the Sam Raimi Spider-man movies he does the whole character.
A Commisioner Gordon would be pretty much the polar opposite of that character, but JK Simmons should be able to pull that off easily enough. Not all of his well-known roles are as over-the-top hammy as Jameson (or Cave Johnson for that matter).

And those Spiderman movies SUCKED horribly. Toby McGuire was the WORST choice for the part. Just like casting Christian Bale in anything is a bad idea.

Christian Bale can not act his way out of a parking ticket. His Batman voice wasn't intimidating. All it did was want you to shove red hot pokers in your ears to make the bleeding it causes to stop,.

Hey, he's a excellent actor. It's just the way Nolan works: he assembles a team of really good actors and makes them look like mannequins (with a couple of exceptions, of course - sometimes actors somehow manage to overcome his directing style).

Commissioner Gordon usually feels like he's walked straight out of a police procedural, wouldn't be too far from Simmons' roles as Will Pope in The Closer or Emil Skoda in Law & Order.
