Do you like to have notifications?
You realize one of those might appeal, while the other might not, so your poll is pretty useless. :X
Namely, the 'you have not received should give you notifications' is both unnecessary visual clutter (you can always hover over your sent games to check that) and quite problematic when you have giveaways that had actual issues, or winners that deliberately trolled you.
Likewise, your first suggestion would have to be removed as soon as the winner marks 'Not Received', for similar reasons, which in turn limits the utility of that suggestion.

I know how you can check your not received created ones, either by hovering on your created at your profile or clicking at the gift icon to go to your created ones. Both those ways need extra clicks and requests to the server.
There is no visual clutter for me as far as notifications are concerned. But that's just me.
Regarding the marked as not received case, then yes that giveaway would not be taken into account as far as notifications are concerned.

That does diminish the utility some. That said, it's not a bad idea as-is. Or rather, it seems convenient, and I don't see any arguments to be made against it, so long as marking NR removes the prompt.

Wouldn't work for 95% of people winning my GAs, I almost never sent keys/links through sg or by email. I add my winners and give them the key/link/gift while chatting with them.
Though I don't think this would be necessary regardless.

That wouldn't affect this suggestion in any way. The only thing it checks is if you've clicked the 'Sent' button, which in your case you'd simply be doing as you communicate with the user. So, it not having a negative effect on your approach, wouldn't diminish the benefits for all other methods of delivery- especially as sending games through SG is presumably by far the most dominant approach.

That's why I mentioned it not making a difference for my GAs. But even so, I just don't think it is that much of a hassle right now for people using sg as the means to give their keys.

Hassle, no. But if implementing it doesn't hurt anything, or affect anyone negatively, and it does have a convenience benefit for others, then isn't it inherently an agreeable suggestion?
I mean, the difference in checking 'Won' every time I log and just glancing at the notification doesn't seem meaningful to me, but overall, I imagine there'll be several instances where it'll help users recognize a win has been sent faster, and thus mark it as received sooner. As such, it should streamline giveaway sending by that much. :)

don't want to see a notification until somebody marks stuff as received personally. got 5x re-rolls that will take months waiting on admin to remove entries, wouldn't wanna see a notification sitting there forever on them.

Current state
Hey there cg and all, I have a suggestion to make. So far we have notifications like the one in the first picture. The red notification number above the gift image mean that you have created giveaways that have ended and need to send the gifts to the winners, while the red notification number above the cup means that you have won some giveaways and haven't marked them as received.
Proposal
What I am proposing is that we have two states for those notifications, the red one and the green one.
Won giveaways notification
When you have won a giveaway you don't know if the creator has sent you the key or the gift and you have to click on the notification to check every time. If you have a won giveaway that the creator has marked his giveaway as sent, then that notification could be green so only then would you check the won page to retrieve your key or check your emails to see the gift.
Created giveaways notification
When you have created giveaways that have ended, the red notification persists until you have marked everything as sent. What about having all your sent marked as received? We could have the green notification above the gift to mean that you have sent all your ended created giveaways and show as a number those remaining to be received only. So a red notification would mean that you have unsent created giveaways, while a green one that there are not marked as received created giveaways.
