The guy is from Poland and hasn't been online for 24 hours. I want to trade him on Steam my gift but since he's online on the otherside of the word, it might be hard to contact him through Steam. I don't want to just email him the gift. (I'm in the US, East)

Since you guys live in opposite timezones, you'll have to take a leap of faith and send it through mail. Even if the guy lived in your same city, he could still work the night shift. It seems a bit unfair to just just reroll.
When in doubt, ask a mod.

If you are afraid, for the future you could try a private giveaway with a special rule for timezones (if it gets approved by a mod first). :)

You get CV for a giveaway whenever there is more than one entry.

Yes, you can just invite a bunch of Steam friends, and only they will be able to enter (so long as no one else gets the link). You do still get contributor credit, so long as the giveaway has 2 or more entries.

He doesn't need to send the key through email. He just needs to contact the guy through Steam. Steam now allows you to conduct chats even though the other person is currently offline. When the guy comes online, he'll see the message pop up on his screen.

Here is how it works:

1) You wait seven (7) days.
2) If, after seven days, you have been unable to contact the guy, you request a re-roll of the giveaway from Support.
3) Support will ask you for evidence that you have tried to contact the winner. Provide them with screenshots and/or emails.
4) Support will see that you tried to get in touch with the guy and will re-roll the winner.
5) Now, try and contact the new winner.

Example: I had a winner who was offline for about two weeks. I sent Support screenshots of my attempts to contact him and his login history. They re-rolled it, and I gave the game to the new winner.
