Yes, it is possible to find the answer to this question if one does a good job of searching. No, it is not readily apparent to a new member, nor is there a detailed explanation given in the FAQ or general website information. I had this exact same question, myself, and it took me half an hour to find the answer on my own as to why I was unable to gift my copies on this site. Perhaps if there had been someone friendly on SteamGifts to explain it to me, I would have learned the answer more quickly and easily.

There's a good searching function. And typing DOTA and can't should give you enough results to figure out what is happening.

No, it didn't take me halt an hour to use the search function. Searching the forums was the last thing I did in a series of steps.
1) Making sure my account was properly public.
2) Making sure my account was properly synced.
3) Making sure the game(s) were properly giftable from my Steam account.
4) Rereading the site information and FAQ to see if I missed anything regarding what could be gifted.
5) Finally doing a search in the forums to see if anyone else had run into my problem.
Frankly, I'm glad I've had prior experience with the people on this site because the sarcasm and disdain found in this thread is definitely not welcoming. Some of us apparently assume that everyone on the site has been here a good while, is well-versed in using computers and Steam, and knows how to use this site like a veteran. I think that's a mistake. New members should be treated with kindness and understanding.

I understand the aggravation that causes, but that's when you take a deep breath, calm down, and focus on how the other person is feeling. Imagine being a computer consultant for twenty years and running into yet another "I can't get my mouse to work." You have to be patient.
