This is not quite right. You are correct about games getting cheaper changing the value of a GA (so a $50 GA can, for an example, a year down the line, only be worth $20, if the devs/publisher decide to lower the price), a game does not turn into a 0-value game if it's ever given out for free. What happens is that it gets removed from the list of games that you can give away. Older GAs still give their contributor value. A game can be bundled a thousand times and still not get added to the "no GA" list, it's just if it's available for free that it gets added to that list. Also, bundling is not retroactive, if you gave away a game before it was added to a bundle (or sold for a low enough price to be considered bundled) then you still get full CV. "Retroactive bundling" happens when the SG team don't notice that a game was on a large enough discount when it happened.

A game will be worth 0 if it either goes free to play, or if it's still in the steam store, but not available for purchase (this is what happened with Mafia 2). This has to do with how the steam API reports value, and it's this value that SG bases its value on.
