Problem with keys

My friend have a big problem - he wants to buy Rust with 10 euro paysafecard, but at market buying 6 keys cost 10,25 euro. His account have 0 purchases on steam so market is going out. The same situation with PayPal. What would you do?
Sorry for no giveaway, but im poor :/

Actually 10 keys=17.40 euros and Rust costs 19 euros. I guess if he can get lucky he could get it.

If his account has no purchases, he won't be able to trade those keys(I think). He needs to have a trusted account, which means he must have purchased something from the Steam store between 30 days and 1 year ago.
