You can get it by sending money/trading with someone from USA/EU.
But it has been said that it's illegal to own the uncensored version in Western Australia and some parts of the Northern Territories.
There's been conflicting rumors about whether you'll receive an LVV even if you get it gifted. There was a thread on the Steam forum where a guy asked Steam support and they replied that even if you get a ROW version gifted to you, it'll revert to the AU version. I haven't seen if anyone can confirm it though since Australia can't access the game until September.

So I've been looking at SR IV but here in Australia thanks to the OFLC (Office of Film & Literature Classification)
it's registered as a 'low violence' version, Even though they recently approved R18+ ratings for games
Would getting it gifted from someone in the US bypass this or would it still just give me the 'low violence' version ?
if so is there a way of bypassing it and getting the game w/o censored content
