I have a key myself, which I'd be more than happy to raffle off, but I don't know if I'm allowed to do such. I can't find a ToS/ToU for the site, and I don't want to get banned for making my first raffle something that's not even supposed to be given away here.

Previous thread seemed to confirm it's not. It's a code to create a new Rift account and get the 30 days playtime.
I don't know if you can install Rift through Steam without buying it.

im pretty sure if its not a full game(30 day free then you have to pay) then its not allowed

Rarely is that the case with Steam.
However if the game is "Steamworks" it means it can ONLY be activated on Steam so all retail keys will work.
