also encountered such a problem, if the gift is not sent, ask the winner to refuse the prize, and through the support remove the distribution. you will lose one slot for distribution. there is an option to just leave everything as is, in history it will be seen that the distribution is not closed. if the winner is not yet selected, then it is better to cancel the distribution now.

I currently have 1 giveaway going where i will buy the game on steam and send it to the winner through 'purchase as a gift' option.
I remember steam implemented region restriction on a lot of stuffs awhile ago. So here is my question: Can I gift the game to someone in the US when my region is Canada?
I tried to figure it out myself by reading this: https://support.steampowered.com/kb_article.php?ref=1266-QFZC-2141, but there was no notice saying 'this game can only be activated in the following region...' when I selected a friend in the US or even in Asia. So does this means there is no region restriction at all?
