Searching for Item in Steam inventory (Global)

Hi,
is it possible to search for a specific Steam item from all Steam users who set their inventory on public?
Any ideas?
Edit: To explain, i am looking for TESO Steam gift and right now i was searching Steamtrades reputation profiles and looking in every persons inventory who had more than +100 reps, if they have it..but i thought maybe there is a easier way to do that.

I heard about program like this called hatler or something like that, but not sure if it's legit

it's possible for trading cards..for items..no afaik
