Ok here's the bug.

I wanted to create a GA. It was for Borderlands The Andsome Collection. I've got it on Steam. It's a WW or ROW key.

I wanted to know the regional restriction so i reached the steam registration page and it wasan EUR license and it activate it on my account !!!

So be carefull. Moraly it is Steal, they've got to fix it asap.

I'm completely lost. You activated a ROW key on your account and it did what it was supposed to and added it to your account?

EDIT: If it's about checking the regional restrictions of the key the best way to do that is check the bundle for any regional restricted games before you buy, or google the bundle, and you should find some info. If you try to check it by adding it to your steam account, unless you already have the game in your account, it will just get added to your library.

From the sounds of it, they had the full version of Handsome Collection already activated through a ROW or WW key (note their "PROOF" image link above, showing activations from 2018), but were still able to activate Handsome Collection for another region

This interpretation is quite feasible, as keys with different language settings have been known to activate on accounts that already own the license; However, it's been a few years since I saw that discussed on SG, so I forget the exact specifics of it (though I recall staff discussion on it, so perhaps Khalaq, as an older and more knowledgable staff member, would recall the details).

Iirc, there's a potential benefit in being able to get different language packs for a game (when those are limited per license), though your most recent activation'd be the only one actually accessible on Steam, so you'd need to fiddle around with license deletions (and undeletions) to swap between the licenses. In other cases, I believe it comes about due to games having different publishers/store pages (visible by region), and thereby being treated as different apps for activation.

Not sure what's going on with Handsome Collection, but (as indicated above) it does seem as though there'd be several niche circumstances where you'd run into issues allowing for duplicate activations. As a possible guess, it could simply be due to Handsome Collection only being listed as a bundle on Steam, which is an infamously quirkly configuration. The package (ie, key) version might register as its own unique activation, on account of being a package (in other words, you own everything in the package, but not the package itself). Of course, that guess only really works if the OP bought the Steam store bundle version to begin with, rather than a WW/ROW key activation, as they indicated.

In any case, as you touched on, using the license activation page to attempt to determine any sort of license information is always a disrecommendable course of action: It's rare you get any useful information (and I believe the only region-related response is simply along the lines of "can't activate in your region" and, further, I believe that'd be be overwritten by "you already own the content" when applicable), and the risk of activation is always there.

You were wright. On my account registation page it is listed as a bundle and in my account i've got each package independently of the bundle.

Always check if you have the bundle or the base+dlc as you said.

Same happened to me once. I already owned Resident Evil 4 and tried to use a key just to know the region of it and it activated again on my account, so I just lost the key.

One of the inadequacies of Steam. You'll not be shown what a key activates beforehand while GOG and Epic do it. If you miss only one tiny DLC of a game package your key will be consumed,
if you already own a game license you can go to https://store.steampowered.com/account/registerkey and it will show you what the key is for.

Edit: I hope what I wrote has something to do with your issue as it isn't quite clear what your issue is/was.

Typically, WW or ROW keys will activate in any region (there are exceptions, but, in my experience, they are not common). That's why they are called "World Wide" and "Rest of World" keys, respectively. So if you are EUR and plug a WW key into Steam's registration system, it is most likely going to activate on your account (if you don't already own the game).

Well they did bring out a new borderlands 2 dlc ready for borderlands 3 so it could be as simple as gaining that 1 dlc which screwed them over. Or it is what sooth put above about how the bundle and junk works

I can't even blame steam. That's publishers who create multiple packages with same name but different content. When you activate package that has more content than the one you have, even if by only one DLC, it will activate anyway without warning.
You probably got your handsome collection from steam bundle https://store.steampowered.com/bundle/8133/
According to https://steamdb.info/bundle/8133/ it has 59 apps (correct me if I'm wrong, there is no actual number)
And the key probably activates this package: https://steamdb.info/sub/322689/apps/
Which has 61 app (actuall number on steamdb). So, you got those two missing whatever-was-missing from this key. Shitty situation, yes.
Disregard of the fact that it's not a bug but intended mechanics of steam, it's good that you decided to rise awareness about it.

It's not just a matter of owning the apps or not but actually the depots that a package contains. You may own all the apps already but if you're missing any depot that is in the package that you try to activate a key for then you can and will. Potentially gaining an additional language depot but it could also just be an empty depot. The problem exists mainly due to terrible product management by the publisher.

If you open the support page of the game you will see that you have 2 active licenses of the game.
It's not a good idea to try to activate packs or bundles if you have bought the games on the store.
