So if someone makes a public giveaway and creates two threads in two diffrent categories to link to it. Then the person know what he did because he created a few giveaways two years ago?

When you make a public giveaway everyone will be able to see it under giveaways (taken they fit the requirements you set if there are any) so making a thread about it is redundant. Also try not to make two threads that are kinda same because that triggers some people off.
