I want to get DiRT 3 by redeeming it from AMD Gaming Evolved but upon searching it on steam, it says "This item is currently unavailable in your region."

If I get DiRT 3, will the key be useless because of region lock?
I live in the Philippines.

most probably key will work.
you won't see the store page but game will be playable and in your library( i had similar experience with dragon rising dlashpoint)
