It's not allowed , only steam games/keys are allowed, but you could give it away on reddit or friends or anybody you feel like they deserve it

having a legit cd-key = proof of ownership = not pirating
if I own a game I'm allowed to download it, considering something like 'my physical discs are not working anymore'.
