About Dark Souls 2 region lock

So... can somebody tell me how does it work? Because SteamDB is showing the same version for all regions except Japan (except cd-keys and even them have lock only for activation).

The game cannot be activated outside of RU/CIS or BR when purchased in those regions. The game is locked using the new "Cross region trading and gifting" tag, which allows it to use the same package for all regions and apply the lock at the moment of purchase.

BR? If that includes Nuuvem, I bought a key from them and the only restriction was Japan. It activated fine in the UK.
