Is Their Restrictions to whats in your giveaway description?

Hi im sort of new to the site and have been suspended for 4 days before for a comment i made. i was just wondering if i create a giveaway am i allowed to put links to my youtube channel, steam groups or other things like that in the description and then ask people to go and subscribe and stuff?

I've seen do it multiple times. I think you can't is put a restriction like: "If the winner isn't on my channel I'll re-roll" or similar.
