When someone is a burden to you, would you rather be thanked for having to deal with them or receive an apology?
words mean nothing without action. be sorry or be thankful will always be better than say sorry or say thank you.

It doesn't necessarily mention "saying" thanks or sorry, only to be thanked or receive an apology; not necessarily a verbal one. Regardless, I agree.
