The recover account option sends an email to the account that redeemed the key, it doesn't reveal who redeemed it. So to confirm that way you'd have to contact the winner of the potential regift to ask if they got the email.

If they have the DLC activated on their account everything is fine. Basically it would't even matter if they activated your key and gave away an extra key they already had prior to winning your GA or the other way around. The result is the same. All that matters is that the game / DLC they won is activated on their account.
The only caveat is that if Steam API doesn't report the DLC correctly they could enter for a DLC they already owned but there's nothing you can do about that beside checking them for multiple wins with SGTools in case they had won the first copy of that DLC here on SG as well.
So in conclusion as long as the winner has the DLC on their account (and didn't have it when entering the GA) you got nothing to worry about.
The winner not marking your GA received is a seperate issue. If they don't mark it as received within 7 days, file a ticket to support to "Request Received Feedback".

Yes but that's the thing, I don't know if the person had it already when he was entering my giveaway and I know that for these dlc for rpc maker VX you can enter for DLCs you own. And I don't know if the sgtools check for multiple wins will work properly when it is broken like this. Anyway the multiple wins check would work after he mark it as received, right?

SGTools doesn't rely on Steam API to check for multiple wins since it simply checks for identical wins here on SG.

Good point. In this case since your winner hasn't marked your gib as received SGTools wouldn't flag it as a multiple win BUT you can still check by simply going to the Won page of the winner and entering the name of the DLC into the search window on the upper left side to see if they have won it before. But if they didn't mark their first win as received neither it still wouldn't come up.

Well it is not there, but one more thing I can see now that he made 2 giveaways for this dlc. One ended before he entered my giveaway and the other ended after. But neither of them is marked as received. I don't know if that means anything though.

Wow, you got are really complicated (and interesting) case there :D
I would say that indicates he's using RPG Maker DLC to farm CV himself which would mean that everything is "ok" but that still doesn't explain why he hasn't marked your gib as received yet.
Also you should probably rather look at the creation date of his gibs than the end date.

Oh well....that's pretty embarrassing right now that I didn't see it before :D. Anyway thank you for that. It could be very useful in the future. So yea he made a giveaway 1 day before entering mine and then 1 and a half hour after winning he made another. I guess there is really no direct way to check this. I can only wait 7 days if he marks it as recieved and that's all. Only if he doesn't respond to a friend request and won't mark it as received I can contact support and figure this out. It is probably nothing anyway. I was just curious about a way to check this. Thank you. :-)

DLCs are tricky to check, due to how Steam API works :/ if he has the DLC on his account, and he won only once here, there's not much you can do.
The winner might also have purchased the bundle after winning here and decided to legitimately give away his key... it has happened a few times to me (I won a game, activated and confirmed, and hours/days later I realized it was in some bundle I was going to get anyways, i.e. on a happy hour or a bundle group purchase, or some bundle I didn't know existed at the time).

Yea sure I did it a few times as well because it is better than bother the creator with reroll. I was just suspicious when he viewed the key and not marked it and then I saw he made a giveaway for a game. When I view the key I am going to activate it right away and mark it as received, right?

Yep. That's definitely suspicious. He probably tried to redeem the DLC, noticed he already owns it, and decided to regift it. Doing that for a bundled Tier 1 DLC and endangering his own SG account for just a couple points of real CV wouldn't be very smart though... :/

For future DLC giveaways: The only way to be sure if the winner already owns the DLC is to add them on Steam as a friend, go to the Steam store of said DLC and check if your new friend shows up as already owning the DLC.

One thing you should always do (at least for single giveaways, for 100 keys would be insane) is to check the winners steam library, if he already owns the game/DLC in question. Thus if he doesn't own it at the time of you sending the key and him having it in his account afterwards, is a sure sign of him having activated it.
Edit: An afterthought: Can you see DLC this way? I'm suddenly not sure anymore.

The annoying thing about DLC is that you won't see most of them in other peoples Libraries. You have to add the winner on Steam and pretend as if you were buying that DLC and gift it to them only then you can be sure.
Edit: Apparently checking the store page works as well as Oppenh4imer and Sanshine pointed out. (And is faster.)

Yes I will have to start doing that. The problem is that I was adding keys always when creating a giveaway so the winners could activate them right after the giveaway ends. But that meant I could not check if the winner already owned it or not before sending the key. Thank you and Oppenh4imer for the advice.

I also add the keys directly, but after a giveaway is over, I have to send that key manually. During this time I quickly check if the winner has the game already in the library.

One of my giveaway ended yesterday and the winner viewed a key but did not mark it as received. The reason I suspect him of regifting is that he made a giveaway for the same dlc that ended 2 hours after mine and winner of his giveaway didn't mark it as received so maybe he is waiting for that before marking my giveaway. He has the dlc on his steam account but I don't know if there is a way to see when he added it. So my question is, is there a way to reliably check if someone is regifting key he won from my giveaway?
