The rules state
"You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, we may terminate your access to your Account."
If your program allows you to exclude certain things, then that would be the best method.
You likely won't be bothered unless you are using the VPN to bypass region blocks on games or to purchase games from cheaper regions.

Anything used to mask your IP/location for any use are prohibited according to Steam's subscriber agreement.

Just accuired a copy of the above program, as I understood it's somekind of a well secured VPN software, which I think I'll start using, but my only fear is Steam.
What happens? can I somehow make Steam run, like, normally? I don't really wanna get banned..
