Sadly, you can't buy ROW gifts where you live with your Steam account, not without the risk of getting into some trouble.

What you can do (if possible), is buy from sites like Humble Bundle, GMG, etc and give keys instead of Steam gifts. Obviously, that's not possible for everyone, either, but just a suggestion to try and help. Good luck. I truly feel bad for you region-locked folks.

That's the thing with (mostly) cheaper regions, I can also not buy region free games sadly.
As said if you want to giveaway region free games,

1. trade region free games with other users
2. buy from region free stores such GMG, Humble Bundle

Make sure that the humble stuff is not region locked....
It's really rare but it happens with bundles sometimes
