I'd say it is possible. I keep seeing Mirage on console recently for just ~ 20€ which is an even faster devaluation than Ubisoft titles generally have.

I though Dredge was also unlikely so soon but it has already been in a Amazon Prime promotion, so it may be possible.
Both aren't on Epic but it could be that they appear first as giveaways, as it wouldn't be the first time.
Moonflow Bay on the other hand is on Epic, and without discount, (and it has 80% discount on Steam) so I would bet on this one.

So, a GOTY/collected edition where the base game was already free? From the other hints I could easily see this being Batman: Arkham Knight's GOTY/Premium Edition, since it looks like the season pass DLC isn't even available on Epic right now.
Or, taken another way: cutting half the characters from G☸️T🕉AVI leaves GTAV, which was already free, but I can totally see Rockstar doing like they've done with current-gen consoles and splitting the GTA V campaign and GTA Online into two separate purchases, meaning only giving away one or the other (probably GTA Online, since R* can still make money off of giving it out like candy) would only be a half-repeat. I'd still bet on Batman, though.
