It's not. Gold Rush!2 isn't on a big sale and the game isn't particularly popular or good. Take this from someone who actually played the classic and anniversary edition of the first game. Has to be free somewhere/somehow since it's being given away in large quantities. Couldn't find it either though.

for example, Clickteam Fusion 2.5 (100$ in steam store already bundled) was on sale with 99% discount in fanatical store - for 1$
