it does exist for retail keys. Retail keys can have different restrictions than steam store regions. For example many games from biggest polish publisher Cenega are locked for PL only, even if there is no such a thing as Polist Steam Store and PL is part of EU2.
As for ability to play it if you leave Hungary - it depends on lock. There are many type of locks - it can be locked only for activation, but it may also be play lock. If it's activation lock after you activate it in Hungary you will be able to play it anywhere in the world. If it's play lock you will be able to launch and play it only in restricted countries.
Best way to determine lock type is to look through different packages for the game on SteamDB, when you find the one for HU/PL/CZ/SL retail key check it's details - you will be able to tell if it's just activation lock or other one.

I think Boredomlands 2 had the exact same restriction for digital copies that were exploited through russian traders, and that shit was even retrospective and to my knowledge, never resolved. But hey, it's Borderlands, just gather a few friends from around and play with them, I myself couldn't organize a party from basically all around the world to just play the first game, but with 2 of my RL friends we're already halfway through the main game already after about 3 sessions. I'd say I'll join you, since there's 3 of us friends playing it atm (and we're all hungarians), but 2 problems: we'd need to get the game, and I'm not sure if they'd pay that much for it even if I did, and I might move to Britain in the next two months anyways, so chances are your region restriction would be voiding that plan. In any case, good luck, but it seems like that restriction is to stay, and more's to come, seeing today's trends in the industry.

So thanks to Valve's trade restrictions, I'm buying games in retail. It's cheaper than paying for it in EUR, and even dollar. I pre-ordered Borderlands The Pre-Sequel (no this topic is not about DON'T PRE-ORDER ANYTHING!), and I noticed something on the back of the case. It was in Hungarian, but translating the text, here it is: This version of the game is only playable in Hungary, Slovakia, Poland and Czech Republic. Is there such region lock exist? I mean I heard about only german copies , only RU/CIS or only SEA copies, but this is new. I live in Hungary so I could activate it, but I fear if I will leave this country (cause I definitely will), will I be able to play those games? Fortunately I buy most of the games through traders, but I pre-ordered this one because it was cheap (28 eur or so, so it was almost cheaper than on Winter Sale). I saw a thread a few days ago, that a russian guy moved to a different country, and all of his games were RU/CIS, so he couldn't play them, but the Support offered a FREE (!!!) REMOVAL of his games, so he can buy ROW copies. i'm not really into SteamDB, but if someone can look it up for me, and say something, I'd appreciate it :)
