I will tell ya a funny story, my friend went to Florida and bought some stuff at Walmart around 10 that night, at 8 AM the next day he went back for his Disney passes. His card was blocked as VISA thought the card was stolen due to the large purchase so close to the last one.
That same card did get stolen after a year later. Some sum of the earth who worked at one of the stores down there took his card number and info (which is not hard to do, anyone working in retail with admin passcode to the terminal can do it) and used it. So now the funny part, here they where these idiot, using his card number and manually keying it into terminals in Florida while on the same day only mins apart he using his card here in Canada. They never flag this once or blocked the card. Now is that not funny or what ? They stop him from buying something because it was a big amount in a short time frame, but not when his card saying he buying crap in 2 countries at the same time :/.
Anyway he reported it and they gave it all back and each place that took the card number has to incure the lost for not checking cards and ID's.

Presuming that your bank is subject to US consumer protection law (location not given in Steam profile):
Step #1: Contact your credit card company by phone and ask for their dispute mailing address.
Step #2: Write up your story and submit it to them. (If you leave out this step, your bank is NOT required to respond to your complaint.)
Step #3: File a fraud alert with the four credit reporting agencies (the fourth one opened recently, they're not yet widely known, but its best to cover all your bases).
Step #4: Hurry up and wait.

Paypal. I don't have it linked with bank account nor credit card though. I send money to it from post office. Just filling a form, pay the lady at the post office, wait 3 days and here it is. Besides, on Steam I could always use PaySafeCard which is available everywhere.

Really? It's obviously more than 10 seconds. But what I'm trying to say is that you have to wait 3 days to be able to buy stuff with Paypal. It's ridiculous, you'll miss a lot of great deals. Of course, you can always have something on your account, but there might be situations where you won't have enough etc. Yes, that will save you some money (cause you won't spend it on games) but that's just a major inconvenience.
I wanted to write a lot more about how online banking is safe and you have to be really stupid to get scammed/randomly hacked, but I'm too lazy to do that. I just hope someday you'll join us in the 21st century - it's not that scary :-)

I never miss anything. You know why? Because when I'm getting low on Paypal, like having only 20-30$ I always transfer some more money and I do that basically every month. I haven't missed a digital deal in my life. I'm always prepared for them :) And if I would be in situation when I wouldn't have any money at all I would ask a friend to buy a key/gift for me. I've done that before.
I live in the 21st century and I like it. I just don't need an online bank account nor credit card for now so I don't have it. It's a conscious choice. Trust me - if I needed that I'd get it. Besides, your argument is pretty much one - convenience. In 21st century everyone needs things done very easily and very fast. Well, I don't like that attitude. It makes people lazy. I want to go to the post office, transfer my money there and it's like 10 minutes a month total. So I don't think that's really inconvenient. But I can understand you since you are probably used to using it and you can't imagine not doing it :)
But we're both happy with the way we spend our money online and that's the bottom line ;D
