The game was free on Green Man Gaming a while ago.
Regardless of where you got or bought it, you can't create giveaways for it anymore.

Any game that's been given out for free in a large number, is generally removed off the game list forever. Everyone would just stockpile the keys if it came back after a year or whatever as keys rarely expire.

They don't add games when they get put in a bundle, they add them when a game is released generally. If an old game is missing from the list, there's likely a reason for it.

Maybe after a while free games could get added back, but with $0 CV. That way people could give them away again, but stockpiling wouldn't buy any advantage.

Since there's no giveaway too, if something comes up and you can't give away the key right away, there isn't any real rush on it.

Don't worry, you won't get any CV for it anyway even if you could make a GA. If you don't want the key for some reason copy/paste it somewhere online, and be rid of it.

The game won't be removed from the list anytime soon, if ever, so you'll have to find an alternative method of giving it away.

with forum giveaways, you're spoilt for choice, what you eventually end up using depends on you

Well, you can't. Blame the fact that the moment a game is temporarily free, a number of jerks ruin it for everyone by farming dozens of keys to trade / sell / otherwise profit from.
