It's up to you if you wanted to let people edit their choices but I think it'll be a lot of unneeded work.
And the winner is the closest guess to the number of the entry, also the first one to choose that number if there were multiple users who chose the same number.

Well, if there isn't a clear winner, you could pick the top 2/3/5 closest to the answer, try to settle on a GA that works for all, and let them battle it out with RNGesus!

We can't easily ignore user X or Y because he/she commented as the last user while he guessed the correct numbers!. It's just not fair in my opinion.
Also we need to find a suitable method to limited the number of entries for giveaway. for example if 10 or even 20 people get eligible for GA then i can chat with them to make a GA for them but what will be happen if 50/100 or more ppl answer correctly and get eligible for GA?

You can also assign numbers to all the users that picked the same number and do a quick number.org to pick a winner from them: 10 users picked 192, let the site pick a number from 1-10 after assigning each one of those 10 users with a number.
For the second problem, if that happened you can just tell the rest to go home and good luck next time :v

Sounds like a cool idea. I think instead of no changing the answer, each user can change it once before a certain deadline, like you can change your answer as long as you have not changed it before and it is over an hour before the end of the giveaway
