Because if you don't want the majority of a site enter your raffles, then you can just create invite-only giveaways, or group giveaways, instead of turning it into a glorified randomised trading site, where you can get games out only if you put money in.

Yes, but I see no reason to exclude all level 0 people either (something I am guilty of myself). Levels encourage people to give so that they can level as well, but if there are no entry level giveaways, new people are less likely to get involved here to being with. Ideally then, everyone should be making at least some lower level giveaways to encourage new users, but unfortunately leechers (and maybe bots/alts) discourage that.
I will say though, the main reason I got started here wasn't to enter giveaways primarily, but to give away my spare keys. I have no Steam friends, therefore nobody to give my unwanted keys to either. It seemed a shame to just let my keys rot in an encrypted key file though, so a giveaway site that had some sort of enforcement filled that need well. Therefore, at least some users will join the site regardless of there being many level 0 giveaways to enter, because not everyone gives just to get chances at getting free games themselves.

Level 0 folks can always gw based until they level up.
As far as I can see, most users are level 0 and they are not contributing with anything.

I'm not trying to bash you, don't get me wrong! It's just rarely true.
Many if not most high level users are obsessive collectors.
The vast majority of low level users are hoarders just like the high levels and will take anything they can get for free without any intention of ever playing it.
Only way to ensure your game gets played are groups like Playing Appreciated or Backlog Assassins Extraordinaire which enforce strict rules.
Edit: Also contrary to popular believe most high level users are not made of money, quite on the contrary. Many of them just have an unhealthy obsession with this site.

Yeah, same here pretty much. I don't enter gibs anymore (except 2hu gibs where I still have currency to spent) and I'm pretty sure I'll never make a public giveaway ever again. So if anybody who reads this had me on your whitelist for my good ratio and public gibs feel free to remove me.
Nowadays I mostly visit for information and to post on the forums every now and then.
