Requesting New Winner

So here's a question I haven't been able to find in the FAQs or the forums: under what circumstance should someone use the "Request New Winner" button? How does it work?

I once used that 'cause the winner of a giveaway I made looked really suspicious (he had virtually no playtime, his only friend had a very similar name, the only games he had where very cheap to get from bundles and such, etc) so I reported him and the admin confirmed he's an alt used to enter multiple times in a giveaway! I felt so smart! ^_^

Click onto a random giveaway, and then look at the URL; you will understand. Also, you do not need the name of the game, so ignore that bit.
