Bundle games don't create much value. You have to give away stuff that actually costs money.
What are levels, and how can I increase my level?
Levels represent a user's contributions to the community. When a user creates a giveaway that's received by the winner, their level increases in value, allowing them access to additional giveaways as a reward. Levels range from 0 - 10, with level 0 being the default after registration, and level 10 being the highest level attainable. If you mouseover your level in the navigation bar, or the level on profiles, you'll see a tooltip with the level rounded to 2 decimal places, giving you a better idea of small increments in level, and when you're about to level up.
Levels increase almost exponentially, meaning each level requires double the contributions of the previous level. For example, level 4 would require double the contributions of level 3, and level 3 would require double the contributions of level 2.
How much a giveaway increases your level is based on the gifts price, so a $20 game would add twice as much value to your level as a $10 game. There are three other factors that may influence the value of a gift...
After you give away a game 5 times (whether in the same giveaway, or in multiple giveaways), it will begin decreasing in value. The value is decreased by 10% for each additional copy. This means if you decide to give away 8 copies of a $10 game, it would add $74.39 (10 + 10 + 10 + 10 + 10 + 9 + 8.10 + 7.29) in value towards your level. This has little effect on the majority of users, but prevents individuals from receiving a high level from gifting a large number of promotional gifts, games obtained through pricing errors, or keys from contacting game developers.
If a giveaway is invite only, or for a whitelist or Steam group, it will only add value towards your level if it receives 5 or more entries. This is in place to prevent small groups of friends from attempting to cheat the contributor system, and to encourage users to expand the reach of their giveaways. The whitelist feature offers an easy way to target a larger audience, and you can combine it with small Steam groups to receive a greater number of giveaway entries if needed.
Giveaways for bundle games created after the bundle date will always receive 15% of their value. For example, if you gift 2 copies of a $20 bundle game, you would receive $6 (3 + 3) in value towards your level. Keep in mind that changes to the list of bundle games will apply retroactively, so if a bundle begins today, attempting to gift the game before it's added to the list will offer no advantage. Games may also be added to the bundle list if they're available for free during a promotion, or if they're highly discounted in a sale.

There is joy in receiving, but there is also joy in giving. If gifting doesn't make you happy, then simply don't do it. Trade or sell those keys. Using them to try to level up just for a chance of winning more/better giveaways doesn't look like a good investment to me.

No you are not greedy, really not....i doubt you are one of this many users that just do some giveaways, or one giveaway, to reach a certain level and never do again one. And I bet you have fun in giving ....and you would miss it, so level 2 is not far, others wrote it already, and after you reached level 2......you will do again giveaways...also for bundled games that give not much gain....cause you love it to give.....i know you....i can feel it with my frog-sense :-)

When I first got to this site, I figured I'd level up only enough to start winning games more frequently. I didn't count on the fact that now I enjoy giving my games away more than I do receiving them (still lots of fun with the space cat, though...). Giving > receiving.

I know that ... the fact is , i just read a board from someone who said that i sold only bundle games ...
So ok i bought bundle ( my bad , i thought that you had to sell game when bundle is over to get back from 15% to 100% ) , that ok . Then for Mafia II , he didn't come from a bundle , but the board said i'm wrong .
I really don't understand how the things work , i say that i will stop giving key on SG , but i think i wont , i'm just sad that is that hard to reach a level . Specally when you see guys with 100 keys or 1000 keys ( i saw that once and won Dwarfs!! :D )

Read the FAQ, it will make you know how things work. sgcv.tk is good for checking up on progress. Search for CV in the forum and you'll find out what value of games given away you'll need for each level as well.
Games that have been bundled once will always be treated as bundle games or else people would buy games for 1$ and just wait for the bundle to be over to gain full CV.

Mafia II has been given away free as part of a few promotions which I'm guessing is how that also ended up on the bundled games list. Games can also end up on the list if they have been on sale more than 95% off on Steam.
You appear to now be level 1.98 - you should be level 2 as soon as a few more people receive games. What you do after that is up to you.

I had forgotten about that. But Mafia II still has a bundled date on the list from the year before the 2k bundle, so I'm still thinking it was the giveaway promotions that got it there.

I'm sorry to hear you have found SteamGifts confusing and discouraging. I strongly suggest you read the FAQ and Guidelines to the site. They will help to clear up your confusion and help you to see how you might enjoy your stay at SG.
In summary, however, you shouldn't worry overly much about your level. There are plenty of giveaways to enter, and your level will go up naturally as you create giveaways. There are so many things that inspire people to give that you probably won't even notice yourself doing it.

That's the problem here. You didn't read the FAQ, and then you disappointed because things aren't the way YOU want it. SG rules are simple enough - you can always know, how much giveaway would add to your level.

The site is basically saying bundle games are almost worthless (15%). But the vast majority of the giveaways here are from bundle games. If everyone stopped giving away bundle games because they weren't of any value and don't help to raise their levels, this site would be far less popular. I think bundle games are a huge reason why steamgifts is so popular. That should be reflected in their value.

Yeah, most giveaways are bundle games because bundle games are cheap.
Giving 15% of their value for the CV is clearly enough. For example, I am currently giving away S.T.A.L.K.E.R. I got it in a $2 bundle with 8 games so basically the game costs me $0.25. I will get $3 of CV for this game, so I'm getting 12 times what I paid in CV.
Now if someone buy a non-discounted, non-bundled $3 game, they get $3 CV.
By giving away a bundle game, I get the same CV when I actually paid 12 times less than the other persone.
So, giveaways for bundle games are far from being worthless.

If someone bought Stalker on steam store it would be worth the same here as bundle version. How is that fair? Also a game's value is more than just monetary. I could offer an unbundled 0.99 crap game like Temper Tantrum and you're saying that's worth more than Stalker? 99.9% of people would disgree.

I've just check ... I made about 20 keys for about 140 points and i'm still level 1. I'm not a greed guy , but i will believe that is fair to be level 2 at the moment . I've never understood how level system's work , but for sure now , i will stop giving my keys.
