He might just be lucky or not...who knows. When I first joined I won two giveaways within the first week I joined. Most of them were portal giveaways and I lost giveaways that had around 9 or 10 entries. Surprisingly I won portal from a giveaway with 41 entries rather than those I entered that had barely any entries. I won my second game, Audiosurf, from a two copy giveaway with 135 entries. It was pretty rare at the time to win two gifts. There were only around maybe 100 people that won two or more giveaways when I won my second one. Judging from the Frozenbyte Collection he won, he's just lucky because he's entering giveaways that have multiple copies and don't have a high demand, but who knows.

definately a little luck to win that many, if people actually get annoyed about this, maybe a limit on how many wins per day could be implemented.

He entered for games pretty much everyone has. Like humble bundle and Portal 1. Pretty much every 30 minutes someone makes a portal or HB giveaway. Chances to win one are pretty high.
