Can't read all that .. but yes in Canada is probly one of the cheapest ROW .. but still not as cheap as the cdkeys.com I think, I sell it myself for 43$US.

but that isn't a ROW version isn't it? As i saw somewhere that only EU & USA gifts are ROW.

If you have, W2&W1, you would get -27% off, so it doesn't make sense at all.

Canadian base price of the Witcher 3 is still lower in Canada, and assuming the -27% discount applies to gifts and OP already has Witcher 1 and 2, Canadian trader would be a better option.
