When on steam the price can't be more than 10% higher or lower than the price.If it is brought from Humble it should state the region locks if any and what regions.
If you're asking if you can use a key from Humble to get around the restrictions on Steam that answer should be obvious but I will say it anyhow no you can't use a key from another source to activate a steam copy.Though as far as I know, RL NA keys have no locks.

So, I won Rocket League in a giveaway (not on steamgifts) and it can't be gifted via Steam:
"Due to regional price differences, the gift you are trying to send cannot be sent to the recipient's region."
They're NA, I'm EU.
Would it work if they get a key on Humblestore and just copy/paste it and send it to me?
Or would the game itself also be region locked?
