Avira is a great AV btw.

Report as a false positive. Close all other applications. Disable Avast shields for 10 minutes. Update Steam. Turn on shields (don't wait the 10 minutes)

All those claiming Avast is not a good one, give examples, prove your point, otherwise just empty suggestions/tips/advices.

I also have Avast and got the same thing. I clicked "report as a false positive," filled in the information, and now Steam works.

I also use Avast free and is great, no virus or anything for 2 years now.

Just get zonealarm friend (contains both firewall and anti virus)

Just turn off the protective shield while you start steam.

It happened to me a while ago its a false positive, avast is working on a new update, meanwhile right click disable shields for 10 minutes, run steam again, enable shields again, its not a permanent solution but it will work until they update the virus database.

Delete Avast and get AVIRA or MSE. Avast is terrible with their false positives.
