Have everyone guess a number between 1 & 10 then the first 2 people who guess your number gets the keys or
Give it to the users with the most time played in Borderlands 2, they would be the people most likely to actually use the DLC.

give it to the person who comes up with the stupidest pick up line and has proof of using it on an unsuspecting victim, be it forums or real life.

Well there is no good or fair solution for this. An interesting idea would be make an Itstoohard puzzle about Borderlands 1&2 since it is a DLC for Borderlands 2. You should also check if the person you want to give a key actually has the base game and not just ask and joins for whatever reason. Or if you are motivated you could check the Steam profile of everyone commenting here and look who has the most playtime (and maybe achievements) so that the key goes to someone more likely to actually have a real use (other then hoarding games and DLCs) for it. If this means something to you.
Or you make a simple code and wait for the fastest one. Or like other said, ask support if they can create a 0 $ CV entry in the list, and make a private giveaway with a custom rule. Or you could hide them in somewhere in your Steam profile if you wanna try raising your views for your reviews and guides. There are a lot of possibilities.

PS: Puzzles can be quite difficult. If you are unlucky you make one, nobody will be able to solve. I made one and only two people have solved it so far -_- Atleast it seems like that.

Perhaps what you could try is not exploiting multiple keys on a free giveaway, and in the end it may work out that way?

u should make it a random number multiplier.
ask contestants a number. then choose a random number, multilay both , divide the numbers by common sum and give the game to the one whose number matches with any decimal point u want( like 1st , 2nd ..).

or just ask them a reason about nything , or ask them to make u laugh hard....woever does the best wins !!

Create a private giveaway for another headhunter dlc/a 5$ dlc and post it on the forums with a disclaimer that it is actually a bl2 headhunter 4 dlc. Not sure if that is against the rules but if it isn't, it would be the easiest imo.
