If you already own the game and try activating the key it will act as though the key worked whether it was used or not.
So it may not be activated in your case but it pretends as though it is. Unless you had basic Dirt 3 and then activated complete edition?

if you try to activate a key for a game you already have (assuming it's not a different version that produces a second entry in your lib), you will get a message that says you already own the game.

You probably got the original Dirt 3 from the key. Everyone who owned the original was given the complete edition when it was released

From what i understood, you had standard edition and activated complete edition on top of it? Then yeah, you wasted a gift right there, when there is extra content (dlc) that you don't own while activating the complete edition, it will consume that gift for whatever you are missing.
It's sad that most developers don't give you the choice of getting a standard edition gift after activating a complete edition on top of a standard edition. I guess greed can be one of the reasons why they dont do it, as it would mean an extra game that could be delivered to another potential buyer. I've wasted quite a few gifts like this too, mostly bundle keys though which i had base game and had another key with dlc included along with base game.

Steam game subscriptions, CD keys, and redeemed gifts are non-transferable and cannot be reset or moved between Steam accounts.
We will be unable to transfer games or items between accounts. In order to play a game, you must be logged in to the account on which that game was originally activated or purchased.
Similarly, Steam Support cannot move in-game items between accounts, and Steam accounts cannot be merged."

I got this game on Steam (it was a steam gift) and I was thinking I test a Dirt 3 Complete key what I bought before, just in case. Steam eat the key and put it to my account again without any question. lol So be careful guys, don't be silly like me. ;)
