I was about to point you towards Green Man Gaming, since the 4 packs were pretty awesome (I got Sonic Transformed for $3 a copy), but I'm not aware if Paysafe is an option.

I wrote a deal finding guide that may help you. It got closed after a few months of inactivity, so I haven't been able to update it, but it does cover most things.
I wouldn't get games from other people that just resell Summer sales because you could just wait for the same deal or a better one. I would just make an account at IsThereAnyDeal and read each day to see if there are new sales you might like. It imports your Steam game collection, so it will filter out what you already have. It can do a lot of other things like email you about bundles, email you about sales on wishlist items, and even keep a log of all your Steam games, to see if something is removed. That on top of dozens of other cool features.
I would just hit up the sites with good discounts and coupons, from there. GreenManGaming, GamersGate, and Gamefly usually have coupons or some form of discount that allow them to go lower than other sites. If you can't buy something, you can always ask someone that can and work out some kind of deal.
You could hit up key sites and trade ones, but you probably won't get the best deal possible and are better off waiting for stuff to go on sale. You should also join GroupBuys and BundleTheBundle, along with other group buy type places. Then you can jump in on cheap packs and bundles of games, that are split among a group.
Now your biggest problem will be payment, but you can get creative sometimes, especially when paying other people. I think GamersGate takes it, I saw that option the other day when I was checking out. You really should look into a Paypal account. It isn't like they check for anything, anyway. I had one when I was like 16, which I realize now was like the Stone Age. They still don't ask you for much. Just go get a quick free checking account, make a Paypal account, connect the two and you are good to go almost anywhere. German Paypal isn't the best, but you can still use it at least. It will be hard for you to pay other people with it because Germany has no Friends/Family option, but you can stil do it.

I think one of the best sites is kinguin.net.
It's more like a biding site and the prices change pretty frequent.Just look for region free games, it says if it is region locked or not, so don't worry ;)

A friend and I were buying games there a couple times. If you should buy 18+ games you'll have to send them a copy of your ID or driver license (only once). We did, no problems. Got our keys after a couple minutes.
Edit: I think you won't have to send them a copy when you use Paysafecard. I'm not 100% sure though.

First off, I'm sorry if this question was asked countless times already.
OK, so here's the deal: I haven't been online last month due being on vacation and I missed every summersale drop.
So uhm, is there any site (trustworthy)where I can buy games for a lower price (I know I won't get such deals as the summersale, I just want to have at least a little drop), where I can pay via paysafe?
